As a good governance advocate, I believe that agencies of government must depart from the regulation and restriction mindset and shift to promotion and facilitation.
The Department of Environment and Natural Resources is one of the agencies of government which must undergo functional review and reformation.
Encouraging and urging people to plant bamboos and trees but imposing strict regulations and restrictions on cutting and exploitation is simply unreasonable and oxymoronic.
This morning, I read a story about DENR’s restriction on the gathering of Lapnisan (Agarwood) seeds citing that the tree species which is the source of one of the most expensive perfumes in the world, is endangered.
Instead of restricting the gathering of seeds, DENR should come up with a program to propagate this trees species by allowing tree farmers access to the seeds.
