Ang pagtatatag ng National Water Resources Conservation and Management Authority ang isa sa pinakamahalagang institutional legislative advocacy na ihahain ko sa Senado kung palaring manalo.
Tayo lang ang bansa na nalulunod sa baha kung tag-ulan at bagyo but after a 3-month dry spell, wala na tayong mainom sa Metro Manila at tigang at bitak-bitak na ang mga sakahan.
Nobody has really seriously presented a program that would conserve the excess water during the rainy season and catch this in small impoundings, mini-dams and even dikes so that we will have enough supply during the dry season.
This is not a new idea for me because I started building small water impounding systems when I was Mayor of M’lang and later as Governor of North Cotabato.
As Agriculture Secretary this advocacy was continued and Solar-Powered Irrigation System was also introduced.

Only a legislated National Water Conservation and Management Authority could ensure the continuity and sustainability of the mission to ensure that the country will have enough supply of water for household use and for agriculture.
This advocacy already has a blueprint and I am ready to present this to the Senate if by God’s grace I will be allowed to serve this country as Senator of the Republic.
