North Cotabato’s Cotabato Health Insurance Program Pioneered “Zero Billing” For Its Constituents!

Long before PhilHealth introduced its Zero Billing Program, North Cotabato had already implemented a strategy to ensure that patients who had excess payables were covered by a local health insurance program.
This program was called the Cotabato Health Insurance Program (CHIP) and it was patterned after the “Dayong” concept of community self-help.
Unfortunately, I failed to institutionalize the program before I left office and while it was enacted by virtue of a Provincial Governor, it was scrapped by the new Governor in 2010.
Ibabalik natin ang CHIP so that the poor of North Cotabato will be covered by a “Zero Billing” in their hospitalization.
