A Primer on SAAD UNAWAIN ANG BUOD NG PROGRAMANG SPECIAL AREA FOR AGRI DEVELOPMENT

1. Ano po ang SAAD?
Ang SAAD ay isang locally-funded na proyekto ng Department of Agriculture na nakatuon sa mga mahihirap na magsasaka at mangingisda ng ating bansa.
Ang ibig sabihin ng salitang ‘saad’ sa Bisaya ay Pangako o Promise. Layon nitong suportahan ang Pangulong Duterte sa kagustuhan nito na maibsan ang kahirapan sa pamamagitan ng pagbibigay ng mga agriculture programs at
interventions.
2. Ano po ang layunin o mandato ng programa?
Habang ang ibang mga ahensiya ng gobyerno kagaya ng DSWD ay nagpapaabot din ng cash subsidies at livelihood support, nakita ng DA ang kagandahan ng isang programang maaring makatulong sa mas higit na nangangailangan, lalo na yung mga gusto o matagal nang nagsasaka at nangingisda.
3. Ano-ano po ang pinagkaiba ng SAAD sa iba pang mga program ng DA?
Ang SAAD ay nakatutok lamang sa mahihirap na magsasaka at mangingisda. Layon din ng SAAD na magbigay ng interventions na magco-complement sa mga DA banner programs.
4. Sino-sino po ang mga maaaring maging beneficiary ng SAAD?
Ang mga maaaring beneficiary ng SAAD ay:
a. must be poor households or groups (earning below the poverty threshold per province) who are willing to engage or already engaged in agriculture and fisheries;
b. may be either farmers listed in the updated Registry System of Basic Sector in Agriculture (RSBSA), DA’s database, Municipal Agriculture Office’s (MAO) farmers’ registry, 4Ps beneficiaries, Indigenous People’s group, or members of accredited farmer organizations and cooperatives; and
c. must not be a recipient of similar interventions from DA Programs in the last two years upon implementation.
5. Ano-anong klaseng tulong po ang naibibigay natin sa mga
magsasaka at mangingisda?
Ang mga tulong na maibibigay ng SAAD ay maigugrupo sa:
a. Social Preparation – community organizing, capability building, project orientation, and consultations;
b. Production and Livelihood – provision of agri-inputs, tools, machineries, facilities, and equipment; provision of small processing/postharvest equipment, machinery and facilities; and conduct of specialized trainings
c. Marketing Assistance and Enterprise Development – market study, logistics support, and trainings on entrepreneurship and value-adding
Ang mga commodities na covered ay:
 Upland Rice
 Corn (White and Yellow)
 High Value Crops (e.g. Vegetables, Fruit Trees, Industrial Crops, Root
Crops, Legumes, etc.)
 Livestock and Poultry
 Livestock (e.g. Swine, Goat, Carabao, Cattle, Horse for draft, etc.)
 Poultry (e.g. Chicken across native/layer/ broiler, Duck, etc.)
 Fisheries
 Fingerlings distribution, seaweed development, fish gears and
paraphernalia
 Techno demo
 Cages for livelihood
 Postharvest equipment and marketing assistance/support
6. Ano-ano po ang mga lugar na tinutulungan ng SAAD ngayon? Paano po sila napili? Magdadagdag pa ba ng mga lugar na hahawakan ang programa?
Ang kinocover ng SAAD ay thirty (30) provinces.
Ang first 10 provinces (FY 2017) ay napili base sa PSA 2012 data on Poverty Incidence (among families) habang ang other 20 provinces (FY 2018 & FY 2019) ay napili base PSA 2015 data.
Kinokonsidera din ng SAAD ang “island equity principle.” Para sa FY 2018 & FY 2019, ang coverage ay: Luzon (3 provinces), Visayas (3 provinces) & Mindanao (4 provinces).
Maaaring magdagdag ng mga lugar ang SAAD base sa instruksiyon ng DA Secretary.
7. May nakatakda po ba tayong budget para sa mga rehiyong may hinahawakang probinsya ng SAAD?
Ang budget ng SAAD ay nakatakda na sa mga rehiyon na sakop nito. Ito ay deretsong nirerelease ng DBM sa DA-RFOs.
Halimbawa, para sa FY2018, ang budget ay P721 million (555M for farmers and 166M for National and Regional Program Management Office).
Ang PMO ay ang mga opisina na nagiimplementa ng programa. Kabilang dito ang mga gastusin sa pasahod, pagmonitor, kagamitan sa opisina, travelling expenses and tev, utilities
atbp mga kinakailangan para mapatakbo ng maayos ang isang opisina.
Samantalang ang P555-M naman ay binubuo ng lahat ng kagamitang pang-agrikultura na diretang ipinapapamahagi sa mga magsasaka. Kada probinsya ay may nakalaang pondo para sa mga napiling magsasaka.
9. Ano-ano pong mga pagsubok ang hinarap na ng SAAD sa
implementasyon?
Operations Systems-Related
1. There is a delay in procurement, especially for poultry and livestock interventions, in some of the SAAD operating units due to failed biddings and lack of suppliers.
2. Distribution of interventions was also delayed in some regions due to the following reasons:
a. weather disturbances; and
b. difficult accessibility of project areas since recipients identified are often located in far flung, hard-to-reach places.
3. Uninformed as well as delayed deliveries of interventions were alsoevident in some regions due to poor coordination with the suppliers.
4. Some provincial operating units had issues with LGU’s compliance on the Memorandum of Agreement (MOA) for fund transfer, which affected timelines of all projects.
5. Some SAAD regional operating units’ Technical Working Group took time in the review of project proposals because of equally pressing duties of DA operating units.
Manpower Systems-Related
1. It is also evident that in some regional and provincial operating units, manpower is lacking.
2. A change of Regional Executive Director and SAAD Focal Person resulted in the delay in the signing of MOA and other supporting documents in Region
IT Systems-Related
1. Low accomplishments on profiled and geotagged beneficiaries was due to the following reasons:
a. lack of equipment and unstable internet connection; and
b. technical issues on the Open Data Kit (ODK) app, which SAAD Area Coordinators use to upload filled-up forms.
External Factors
1. Peace and order situation as well as cultural and political differences in
some provinces hinder project coordination and monitoring.
2. Issues on the beneficiaries’ proof of land ownership have also resulted to
delayed implementation of projects, especially in Region 10.
10. Ano-anong mga proyekto pa ang nakalinya ng SAAD sa mga lugar nitong tinulungan?
Ang mga proyekto na nakalinya para sa SAAD areas ay ayon pa din sa SAAD interventions: Social Preparation, Production and Livelihood, at Marketing Assistance and Enterprise Development. Base sa National Expenditure Program para sa taong 2019, may nakalaang Php1.069B na nakalaan para sa 30 probinsyang saklaw ng programa. Ang pondong ito ay binubuo ng 204 proyekto
na saklaw ng programa.

2. Corn related livelihood projects = 27
3. High Value Crops related livelihood projects = 49
4. Livestock and poultry related projects = 98
