Duterte-Cayetano tandem eyed CAYETANO CONFIRMS TALKS ON NP-PDP-LABAN COALITION

Sen. Alan Peter Cayetano on Thursday said it would do no good for him to speak with the Liberal Party (LP) at this point about running with its standard-bearer, Interior Secretary Mar Roxas, since the party was focused on its pursuit of Sen. Grace Poe.
Not that he is uninterested but that his party, the Nacionalista Party (NP), is still studying its options for 2016 and those may include his running with Davao City Mayor Rodrigo Duterte, whose presidential candidacy he virtually endorsed on Monday.
But Cayetano thanked House Speaker Feliciano Belmonte Jr., LP vice chair, for pushing him as a possible running mate for Roxas.
But he said he did not think the LP would “two-time,” or would look for a sideline, while wooing Poe to team up with Roxas.
“As far as I know, they’re still focused on Senator Poe. So maybe they should conclude their talks with [her] before we [talk]. In the meantime, we’re exploring possibilities,” Cayetano told reporters at the Senate.
He said what was important to him in seeking a political partner was program and vision. He said his partner should not treat him as just a “trophy.”
“It could be exciting, that’s why I’m personally exploring their personalities,” he said.
Looking at them all
Cayetano said he had known Roxas since 1998. He said he had also talked to Duterte three or four times, and found the issues raised by Duterte exciting.
“I’m looking at where I’ll be most effective and where the NP will find a home,” he said.
Cayetano was in Davao City on Monday on Duterte’s invitation for the opening of this year’s Kadayawan festival.
In a talk with Davao reporters, Cayetano said Duterte had an edge over other presidential aspirants because of a clamor from the people for the mayor to run for President.
“Duterte’s case is unique because there’s a genuine clamor for him to run,” Cayetano said, comparing Duterte to Poe and Roxas whose popularity was reflected only on the voter preference polls.
Cayetano said, however, that he did not know whom Duterte would pick as running mate if the mayor would run for President.
But Duterte’s political handlers spoke about a possible alliance between the mayor’s PDP-Laban party and the NP, indicating Cayetano would likely be chosen as Duterte’s running mate.
Lito Banayo, Duterte’s political campaigner, said Cayetano’s virtual endorsement of a Duterte run for President had opened up the possibility of a PDP-Laban-NP alliance.
In Manila on Thursday, Cayetano said he was not sensitive about being considered for second place, as being a second choice in politics was not the same as being second fiddle in a relationship.
There are always circumstances surrounding the choosing of a political partner, and it does not always mean that the first choice is the best for the job, he said.
Cayetano also said it was only natural for parties to gravitate first to those who are topping the polls.
High rating
Cayetano rated high in the latest Pulse Asia poll for vice presidential candidates, placing second to Sen. Francis Escudero.
Cayetano’s virtual endorsement of Duterte followed the one made by former Senate President Aquilino Pimentel Jr., the chair emeritus of the PDP-Laban.
Pimentel earlier announced the PDP-Laban’s support for Duterte if he would run for President.
“I cannot see anyone who could go against Duterte inside the party,” Pimentel told a local radio station here.
Best choice
What’s important is to look for the “best choice,” he added.
As for the possibility that he and fellow NP member Sen. Antonio Trillanes IV may become rivals for the presidency, Cayetano said he was hoping that they would not compete for the same post.
But if it would come to that, he said his relationship with Trillanes was more important than the position.
They would remain friends and allies in the fight against corruption, he said.
“I know people will attempt to drive a wedge [between us], but we have to find the wisdom not to allow that,” he said.
Trillanes, who announced early on that he would run for Vice President with or without a running mate and with or without the NP’s support, said everybody had the right to offer himself as an alternative in 2016, and it’s up to the people to decide who was deserving.
“May the best man win,” he said.
Cayetano also said he was still focused on the presidency, but he was not closing his door to the vice presidency.
Trillanes meets Roxas
On Thursday, Trillanes said he and Roxas met by chance on Wednesday night and spoke about their plans for 2016.
“We wished each other well,” Trillanes told reporters in an interview.
He said he told Roxas about the decision of his Magdalo part-list group to support Poe if she would run for President. Their discussion was a good one, he said.
“I never had anything against Secretary Mar. As I said, I believe he’s a good person. But our paths would diverge [in] 2016,” he said.
He said he also told Roxas about the process followed by Magdalo in choosing whom to support. It has more than 600 chapter leaders, and majority of them chose Poe, he said.
“That was what came out. We don’t impose,” he said.
Asked if he received an offer to be Roxas’ running mate, Trillanes said “relevant people in the Liberal Party” told him that he was one of the alternatives.
He did not hear it from Roxas himself, he said.

21-Year-Old Cotabato Airport: Sad Story Of Childish Politics Twenty-one years after work on the Cotabato Rural Airport was started and 15 years after the Runway and Terminal Building construction were completed, it remains unused, a sad testament to the evils of petty and childish politics which had prevailed in North Cotabato. For people to truly understand this tragic narrative of a project which could have brought progress to the province, here is the historical account of the Mlang Airport Project: 1. I was a young Mayor of Mlang (1995-1998) when I envisioned the growth of my town into an agro-industrlialized city and thought an Airport would be critical in realizing that vision; 2. With the help of the Vice Mayor then, Luigi Buenaflor Cuerpo, whose family owned most of the areas in the former Hacienda de Tomas Buenaflor, I presented the idea to the elders of the clan and they loved the idea but since there were no funds available for the project, it remained just a dream; 3. In 1998, after one term as Mayor of Mlang, I was elected Governor of North Cotabato and I pursued the vision of building an airport in my hometown; 4. In 2003, the Sangguniang Panlalawigan authorized the purchase of 62 hectares of land in the former Hacienda Buenaflor for the purpose of building the airport; 5. With an initial P30-M Grant Fund which was provided by then Pres. Gloria Macapagal-Arroyo sourced from the Department of Energy (which at the time, operated the Mt. Apo Geothermal Project), the project was started in 2004; 6. By 2007, my term as Governor ended and I was succeeded by Governor Jesus N. Sacdalan. I served as his Vice Governor. Gov. Sacdalan continued the project; 7. In 2009, the Runway and Terminal Building of the Mlang Airport were completed and Pres. Gloria Macapagal Arroyo arrived for the blessing and inauguration; 8. In the 2010 elections, Gov. Sacdalan ran for Congress in the 1st District of the Province while I attempted to regain the Governorship but I lost to then Congresswoman Emmylou Taliño-Santos (now Mendoza); That was when work at the Airport was stopped and to justify the suspension of the Airport Development, the new administration claimed that the documents covering the purchase of the land were not perfect. I was accused of owning the land which was, of course, ridiculous and false. It was also claimed that the project was started without a Feasibility Study which again is a big lie, for how would it be given a budget if there was no study conducted. In fact, I made a public declaration that I was willing to help perfect the documents if they needed my signature on the alleged incomplete documents but my offer was ignored. In 2019, when former Congresswoman Nancy Catamco won as Governor, the alleged missing documents were recovered or reconstructed and perfected. That was when work was started again in the airport. Unfortunately, in 2022, Gov. Catamco lost in a tightly contested election to then Vice Governor Emmylou Taliño-Mendoza before she could turn over the Airport Land Property which is owned by the Provincial Government to the Dept. of Transportation and the Civil Aeronautics Authority of the Philippines for it to be operational. The incumbent Governor is the Chairman of the Regional Development Council and she could have given utmost priority to the completion of Airport. Access to funds for the completion of the project would not be difficult because Speaker Martin Romualdez is the nephew-in-law of her husband, TUCP Partylist Congressman Raymond Mendoza. The real reason why the Mlang Airport Development has dragged for 21 years is because it is identified as the Brainchild and Pet Project of former Governor Manny Piñol and the current leadership dread the thought of seeing planes loaded with passengers and fruits from Cotabato to the big cities and the people giving credit to Piñol for initiating the project. The airport is for the people of North Cotabato now and the next generation and I would not care if she names it after her grandfather or whoever. This narrative is my account of the real story behind the delay in the completion of the Central Mindanao Airport which I know will be refuted by the other party. So, here is my challenge: Let’s hold a Public Debate/Forum on the real and true reasons behind the delay in the completion of the Central Mindanao Airport. I am willing to face anybody from their side in that debate, anytime and anywhere. The People of North Cotabato deserve to know the truth. #WeDontOwnGovernment! #TheTruthWillSetUsFree!
