OF A LEADER AND PEOPLE
Towards the end of my 9-year-term as Governor of North Cotabato, my staff prepared a video documentary of the things which the provincial government did over the period.
A former member of my staff as Governor who now works with me in the Department of Agriculture, John Pagaduan, posted the video in two parts today and somehow I felt nostalgic remembering my special relationship with the people of my province.
Remembering the successful programs I implemented as Governor of an agricultural province, I actually replicated many of these at the national level as Secretary of Agriculture.
The idea of giving credit access to the poor started when I was Governor.
The Special Area for Agricultural Development (SAAD) which focuses additional government interventions on the poorest areas was conceptualized when I was Governor.
Both the Easy Access Credit and the SAAD programs were recently cited by the Philippine Statistics Authority as projects which had the greatest impact on greater productivity in the countryside.
I am sharing with you this two-part video with me acting as the story-teller.
