Members of the Bids and Awards Committee (BAC) and the Technical Working Group (TWG) of the Department of Agriculture its bureaus and attached agencies in Luzon met in Pasig City today for a week-long workshop to thresh out issues and problems in the department’s procurement programs.
In the opening statement which I delivered, I reminded BAC and TWG members that delays in the procurement process have hampered the delivery of services and goods to farmers and fishermen.
I cited as an example, the delay in the bidding for the supply of rice and corn seeds.
In many instances in the past, delayed bidding and procurement resulted in the late delivery of seeds for the planting season.
Most of the seeds ended up useless because of its low germination rate.
I also advised them that President Rody Duterte has set a 3-day timetable for the processing of documents.
The next legs of the workshop will be in Cebu City next week and Davao City a week later.
