Eighteen months into the economically debilitating COVID 19 pandemic would have been enough time for three rice harvests, three cycles of hog production, 16 loadings of chicks in broiler farms and at least two harvests of Bangus in fish cages.
These are all lost income and work opportunities for families who are struggling in the face of the worst economic crisis that hit the country since World War II.
