There are still so many basic rural infrastructure facilities which, if established, would boost the productivity of the Agriculture and Fisheries sector.
Sadly, the focus of government expenditures had always been on Mega-Infrastructure Projects, neglecting the Farm-to-Market Roads, Fish Ports and irrigation, specifically, the Solar-Powered Irrigation System.
For the FMRs, we have a backlog of 12,000-kilometers worth P240-B which had all been surveyed, geo-mapped and geo-tagged during my 3-year stint as Agriculture Secretary.
For the Solar-Powered Irrigation Systems which I introduced, we need about P200-B to be able to irrigate an estimated 1-Million hectares.
The fishports are low-budget facilities which could really help our fishing sector especially in the remote areas of the country.
Kailangan nating ma-program ito under a legislated Rural Infrastructure Development Program to institutionalize these para hindi na mapakialaman ang budget.
Hangga’t walang isang Senador na nakakaunawa ng kahalagahan ng mga programang ito for Food Self-Sufficiency, these facilties will never be given priority in the budget allocation.
