One of the potential livelihood projects for returning Overseas Filipino Workers is fish cage farming, especially in the vast coves and bays of Mindanao and the Visayas.
The most popular species in fish cage farming are Bangus, Grouper or Lapulapu and Pampano and the return on investments are actually excellent.
There are just some issues which need to be addressed to allow OFWs to invest or get involved in this livelhood activity.
First, there must be a program crafted for this purpose which would involve the different agencies of government like DOLE, DA-BFAR and funding agencies.
Second, the OFWs must be organized into clusters based on their location and trained in this undertaking.
Third, this activity must be annexed to the planned Regional Food Consolidation, Processing, Packaging and Distribution Centers which I had earlier proposed should be established in every food production region of the country.
I have travelled the whole span of the Philippine Archipelago, from Itbayat, Batanes to Turtle Islands in Palawan, and I have seen for myself the vast potentials of the country in fish production.
Fish Farming is one of the most exciting aqua industries because of the many coves and bays which we have and all that we need is just come up with a program which observes the Complete Value Chain.
