Kung lumabas lang sana sa kanilang mga air-conditioned na opisina ang mga Economic Development Planners na nag-dedesisyon kung magkano ang perang ilalaan sa agrikultura at pangingisda sa bansa, maiintindihan nila ang sinasabi ko na kaya ng Pilipinas maging Food Self-Sufficient.
Ang kailangan lang natin ay tamang mga batas at polisiya at sapat na pondo upang mapalago ng agrikultura at pangingisda.
Noong sinabi ko na kaya ng Pilipinas maging Rice Self-Sufficient, tinawanan nila ako at kinutya at tinawag na mahangin.
Hindi daw kaya na maging Rice Sufficient ng Pilipinas because it does not have enough area for rice farming.
They failed to realize that less than half of the 4.7-million hectares of rice harvested area is irrigated with the remaining areas dependent on rains.
The absence of irrigation effectively reduces the production potentials because areas which are not irrigated could plant only once a year.
In Nueva Ecija and other parts of Central Luzon covered by irrigation facilities, farmers harvest over 10-metric tons per hectare while in areas without irrigation, the average yield is only 4-metric tons.
Kung makapag irrigate ng additional 1-million hectares, these areas could produce at least 6-metric tons per harvest twice a year.
That would be an additional national production of 8-million metric tons or 4.8-million metric tons of milled rice which is more than enough to cover our rice supply shortfall of 2-million metric tons a year.
Sa fisheries naman, depleted na daw ang ating fishing grounds kaya mag-import na lang.
