On the first day of the electoral campaign period for local positions, I started my engagements with sectoral groups to address this early problems which I expect to encounter should I win as Governor.
I met with leaders of a farmers’ cooperative in Alamada, Cotabato which received P40-million from the Dept. of Agriculture under the Production Loan Easy Access Program which I designed when I was Secretary.
Just like other government-funded loaning programs, the PLEA Program encountered low repayments, most of which were attributed to very low farm gate prices.
I emphasized to them that the high delinquency rate in government loaning programs affects the formulation of national policies.
This was the problem that I faced with the Economic Managers when I proposed a low-interest loaning program for agriculture instead of dole-outs and subsidies.
I shared with the officers and members of the Alamada Multi-Purpose Cooperative (AMPC) the program to address the high delinquency and non-payment of loans.
The first step is to ensure that the farmers who are beneficiaries of the loaning program are assured of a market with a guaranteed price.
This could be achieved when the Provincial Government establishes the Economic Enterprise Office which will engage in the procurement of farmers products like Rice, Corn and others.
Assured of a good price, farmers could pay back their loans which will ensure the sustainability of the PLEA Program.
