The decision of President Rody Duterte to transfer back to the Department of Agriculture the National Food Authority (NFA), the Philippine Coconut Authority (PCA) and the Fertilizer and Pesticides Authority (FPA) was part of the management adjustments to ensure that government agencies perform and undertake their functions well.
There is no “turf war” in the Duterte Administration because there is only One Turf and that is the turf under the management of President Duterte.
Media reports saying that Cabinet Secretary Leoncio “Jun” Evasco, Jr. lost his job as National Food Authority Council (NFAC) chair are nothing more than malicious intrigues.
Sec. Evasco’s job is that of Cabinet Secretary.
The Chairmanship of the NFAC was only an added assignment to him since the NFA, among other agriculture-related agencies like the PCA and the FPA, was under the Office of the President.
The decision of Pres. Duterte to return the NFA, PCA and FPA to the Department of Agriculture from where they were taken from during the previous administration automatically gave the task of overseeing these agencies to the Secretary of Agriculture.
Inversely, should the President decide in the future that these agencies should be moved back to the Office of the President, I would not be losing my job as Agriculture Secretary.
Sec. Evasco and I are friends whose lives were linked by our common desire to convince then Mayor Duterte to run for President.
In fact, I am closely working with Sec. Evasco in the implementation of major projects in his home province of Bohol, including the establishment of the biggest dairy farm in the country and the improvement of the fishing and rice industry of the island.
