IT’S FINAL: NO PCOS MACHINES FOR SK, BGY. POLLS

MANILA – It’s final. The Commission on Elections (Comelec) is not using the precinct count optical scan (PCOS) machines in the October 2013 barangay and Sangguniang Kabataan election.

Comelec Chairman Sixto Brillantes said the poll body won’t have time to prepare for automated elections this October. The Comelec agreed on this in a regular en banc session earlier this week.

The Comelec also approved the calendar of activities in preparation for the elections. Five resolutions have been prepared to this effect.

Aside from time constraints, Brillantes said the cost of automating the October election was also a factor.

“Wala. We’re not going automated, we cannot do that anymore because of shortness and cost. May gastos,” he said.

Brillantes said the poll body may need more funding than the P1.1 billion that was approved initially for the barangay and SK election.

“Budget na binigay is P1.1 billion but we’re going to get from savings. Di ko ina-approve, tinitignan pa,” he said.

The steering committee for the barangay and SK elections is led by Commissioner Christian Robert Lim with Commissioners Grace Padaca, Al Parreno and Luie Tito Guia as members.

COTABATO CITY, Philippines – The Moro Islamic Liberation Front (MILF) calls the precinct count optical scan (PCOS) machines used in the recently concluded midterm elections as “cheat” machines.

MILF First Vice Chairman Ghazali Jaafar said they are now worried about the upcoming plebiscite that will determine the proposed areas in Bangsamoro territory.

He said vote-buying was very evident before the May 13 polls in some areas that will be under the Bangsamoro territory.

“If PCOS machine pa rin ang gagamitin, mangangamba ang marami na lalabas ang ‘NO.’ Sabotahe sa plebisito yun, eh di mas delikado dahil hindi matitigil kaguluhan sa Mindanao,” Jaafar said.

He said it would be better if in the upcoming plebiscite for the proposed areas in the Bangsamoro territory and Bangsamoro Basic Law, biometrics systems will be applied just like in the United States.

“Ayaw rin namin gamitin ang manual kasi vulnerable yun for cheating, and gagamit na lamang ng biometrics tulad sa US kasi medyo safe gamitin yun, ma-guarantee ang safety,” he said.

The MILF is hopeful that the government will do something about the matter.
