Senate Minority Leader Aquilino Pimentel III has raised Constitutional issues over the Congress “fattened” Annual Budget and the Zero Budget allocation for PhilHealth.
Pimentel, a Bar Topnotcher, said the Philippine Constitution prohibits Congress from increasing the appropriations as recommended by the Office of the President.
He also said that the Sin Tax Law automatically provides a subsidy for the Philippine Health Insurance Corp.
It will be recalled that Congress inserted an additional allocation of P39-B For AKAP which was not included in the President’s Budget while the Congress BiCam Committee gave PhilHealth Zero Budget for 2025 “to teach the Agency” a lesson for its poor Budget utilization performance.
