There are groups, including well-intentioned people whom I know personally, who are now urging the incoming President, Ferdinand Marcos Jr., to support the call for the creation of the Department of Fisheries, independent of the Department of Agriculture.
Actually, I was also one of those who initially favored the creation of the Dept. of Fisheries but that was until I saw how a top heavy bureaucracy with so many redundant agencies could stunt the growth of the country.
Inabutan ko ang Department of Agriculture na nakahiwalay ang apat na ahensya na iniligay sa Office of the Presidential Adviser on Food Security and Agricultural Modernization – National irrigation Administration, National Food Authority, Philippine Coconut Authority and Fertilizer and Pesticides Authority.
Kailangan pa ng DA makipag-coordinate sa NIA para sa scheduling ng patubig, hindi miembro ng NFA Council ang Secretary of Agriculture at walang pakialam ang DA sa Coconut Industry samantalang isa ito sa major agricultural exports.
Napakahirap ng operations when four agencies vital to agriculture are not under the DA.
Inilipat lamang ang NFA, PCA at FPA sa DA noong Sept. 2018, pagkatapos magkaroon ng artificial rice shortage, samantalang ang NIA ay kamakailan lamang ibinalik sa DA.
Hindi assurance na kapag nagtatag ng bagong departamento para sa Fisheries ay magiging maunlad ang sektor. Nasa epektibo na pagpapatupad iyan ng mga programa.
Masyadong malaki na ang burukrasiya with over 1.4-million regular employees, not counting the contractuals, job orders, consultants and advisers.
Besides, nakalimutan yata natin na kapag hindi panahon ng pagtatanim, ang Pilipinong magsasaka karamihan ay mangingisda din.
Paano natin paghihiwalayin yan?
Huwag na natin pairalin ang maling kaugalian ng Pilipino na kapag hindi nakuha ang gusto sa grupo nito ay agad hihiwalay at magtatayo ng sariling organisasyon.
Remember this: a leaner bureaucracy composed of efficient and hardworking crew would serve the interests of the people better and boost the economic growth of this country.
