A Constitutional issue! DavNor Limits Imported Rice To Protect Farmers Interest

Davao del Norte Governor Edwin Jubahib, a former bus conductor whose rose to become a political giant-slayer, has pressured his province’s rice traders to limit the entry of imported rice.

Under his guidance, the provincial government has initiated steps to buy local rice farmers’ produce and asked the traders to match the price.

This action merits a legal review by experts.

Could a local government unit, in performing its duty of protecting its constituents, in this case the rice farmers, institute measures that would circumvent the Rice Tariffication/Liberalization Law?
