The Mindanao Development Authority (MinDA), a lean agency with about 160 workers and an annual budget of only P180-M, has undoubtedly created waves over the last two years.
From a low-key planning, integrating and facilitating agency composed mostly of seasoned field workers and planners, MinDA soared to national consciousness with its out-of-the-box approaches to reduce poverty, improve productivity, institutionalize peace advocacy programs and, in the face of the most challenging pandemic, COVID 19, rev up Mindanao’s economic recovery.
The key to MinDA’s successes in implementing programs with high social and economic impact is mainly because of its partnership with National Line Agencies of Government, the Overseas Development Agencies like the European Union, USAID, JICA, AusAid, TICA and others, the Development Bank of the Philippines, the Bangsamoro Autonomous Region in Muslim Mindanao, the Local Government Units and the private sector.
In spite of the difficulties brought about by the COVID 19 Pandemic, MinDA continued to play its active role in the BIMP-EAGA and explored the remotest areas of the country, including the Turtle Islands which were connected to the Philippine communications network for the first time through DICT’s satellite communications.
As Chairman of MinDA for the last two years, I am proud to say that MinDA’s hidden reservoir of talents responded to my call for deeper and greater involvement in the efforts to reach out to the least of our brothers and sisters in Mindanao, especially the Indigenous People and the Bangsamoro.
Indeed, there were frustrations and dreams unrealized but as warriors of development, we would rather count the victories than the wounds that we suffered.
To the brave men and women of the Mindanao Development Authority, let me declare that I am mighty proud of you.
To our partners, the National Government Agencies, ODAs, DBP, the LGUs and the Private Sector, thank you for believing in what MinDA is doing and for helping us row our fragile boat through rough waters.
MinDA is creating waves of development with your help and we hope that these waves of progress would soon splash on the shores of the long neglected islands of Mindanao.
