Post-COVID scenario MinDA, UNDP CRAFT STRATEGIES FOR MINDANAO REHAB, RECOVERY

The Mindanao Development Authority (MinDA) has engaged the United Nations Development Program (UNDP) for the conduct of an extensive assessment on the adverse effects of the COVID-19 Pandemic to the lives of people in Mindanao, especially the Bangsamoro Area.
The Mindanao COVID-19 Socio, Economic and Cultural Impact Assessment (MinCOV Assess) will determine the substantive losses suffered by farmers, enterprises and businesses in Mindanao and draft immediate recovery and rehabilitation programs.
While the National Economic and Development Authority (NEDA) estimated P428.7-B to P1.355-T in Gross Value Added (GVA) outputs losses, the impact on Mindanao could be severe given that it has nine (9) out of 10 poorest provinces, four of which are in the Bangsamoro Region.
The MinCOV Assess aims to:
– Generate quantitative and qualitative socio, economic and cultural results analysis of the COVID 19;
– Determine and recommend policy measures and programs/projects that will support early recovery, recovery, rehabilitation and long-term/sustainable development of communities, sector and regions;
– Recommend set of adaptation and mitigation measures to strengthen resiliency of the BARMM, other regions and Mindanao in general;
– Update the Mindanao 2020 Peace and Development Framework Plan’s development strategies, policies and programs that adapt to the “new normal’ brought about by the pandemic.
The MinCOV Assess is expected to result in the following:
– A BARMM-specific (this is subject to consultation with the BARMM government) and Mindanao COVID 19 Socio-Economic Impact Assessment that details the socio, economic and even cultural dimensions highlighting the effects of the pandemic in the autonomous region and Mindanao/Philippines in general, vis-à-vis, Southern Philippines’ ties with the BIMP-EAGA, ASEAN and global economies;
– A set of policy and programs/projects that will support the early recovery, recovery, rehabilitation and long-term/sustainable development of communities, sector and regions including the BARMM plus recommended socio-economic models that will establish or strengthen the socio-economic relationships between and among Mindanao regions (as well as national, EAGA, ASEAN and global economies);
– A recommended socio-economic adaptation and mitigation measures for a more resilient BARMM and Mindanao under a “new normal” scenario; and,
– An updated Mindanao 2020 Peace and Development Framework plan that adapt to the “new normal’ brought about by the pandemic.
A Rapid Assessment scheduled May to July this year will be done through desk reviews and meta-synthesis, online surveys as well as projections done by NEDA, NGAs and development agencies.
The Full-blown impact assessment will as soon as the Inter-Agency Task Force on COVID-19 issues a clearance.
