Practical Governance! ‘SLOW-MOVING BUREAUCRACY NO MATCH TO MUTATING VIRUS’

Earlier today, a newsman asked me through SMS what are my deeper thoughts on the proposed “Super Scientific Body” which would monitor and act on emerging risks and diseases which could affect the Filipino people, as well as our plant and animal industry.

I said the proposed National Commission on Emerging Risks and Diseases should be a stand-alone body free from the bureaucratic restrictions and political meddling.

It should be the ultimate advisory authority for the President and should be properly funded to conduct scientific researches and studies, especially on the development of vaccines and medicines.

The operation of the Commission should not be dragged down by the bureaucratic processes, including stringent procurement and auditing procedures.

It must be realized that the Viruses do not observe office hours, holidays or weekends and attempting to control these using conventional governmental processes will end up in failure and disaster.

The key operating words are Science-Based, Independent, Well-Funded and Ultimate Authority formulating policies to address emerging threats.

We have so many brilliant scientists waiting in the wings for government to call them to perform a patriotic act.
