Three years ago, when the Department of Agriculture through the Bureau of Fisheries and Aquatic Resources started distributing Fiberglass Fishing Boats to poor families, I told the beneficiaries that we will come back to check if the boats changed their lives for the better.
So far, at least 15,000 units have benefitted 30,000 fishing families under a program where two families share ownership of a Fiberglass Fishing Boats to make sure that these would not be sold
I made sure that there would be a validation process on the effectiveness of the assistance program to make sure that we are doing the right thing.
Should there be indicators that the program is not effective then we will be able to do corrections in the program.
I have always believed that these follow through activities should be conducted otherwise government projects will just be like shooting in the dark.
This was the practice before and government wasted so much resources while people remained poor.
We will change this.
Today, BFAR personnel are visiting all families who received the boats to check on the effect of the program on their livea.
This same methodology will also be done for other DA projects.
