The first 200 volunteers who will register in the database of the Samar Island Development Advocates will serve as the core members of the foundation which will undertake private sector-initiated development of the 1.3-million hectare island into a major food production area of the country.
This will not be an easy task, especially so since we will be working outside of the bureaucracy (which means no government funding), but by undertaking this task methodically and systematically, I believe the goat of Samar Island Development will be realized.
After registering SIDA with the Securities and Exchange Commission (SEC), we will take the following steps:
1. Establish a digital database for Samar Island which would include all information, especially demographics indicating poverty incidence, potentials for agriculture, aquaculture, forestry and tourism;
2. Identify Pilot Communities for Integrated Rural Development to serve as models and inspiration for other communities in the island.
Using my connections and friendships established through years of public service, especially when I was Secretary of Agriculture and Chairman of the Mindanao Development Authority, I will tap helpful institutions and nations to support the development of Samar Island.
For me, turning Samar Island into a progressive and major food production area of the country will be my best dissertation in rural development approach which is to identifying the weaknesses, strengths and potentials of an area and rallying people to believe in themselves.
